School teachers and students
1、After enrollment for work or study, all school teachers and students have open borrowing privileges upon receipt of a valid ID card;
2、The library ID card can only be used by its owner, and never lent to others. If the card is used by an unauthorized person, it will be withheld and suspended for 1 month. Report the loss of an ID card at the general information desk. Any consequences caused by the loss of the card without timely reporting shall be borne by the card owner.
3、All transferring or retiring faculty, and students graduated or leaving school midway, must return all borrowed books, and cancel the library ID card at the information desk.
Off-campus Readers
1、Service objectives: library reader cards can be issued to citizens 14 years and older. Users 70 years and older, pregnant women, injured persons or the handicapped, and those with serious diseases (such as epilepsy, heart disease, etc.) entering the library shall be accompanied by a responsible guardian. In case of accidents incurred in the library, the guardian shall be solely responsible and the library shall provide assistance.
2、Application, reapplication and loss reporting of reader cards
（1） The application, reapplication or loss reporting of reader cards shall be handled at the library information desk during standard opening hours. These procedures must be handled by the user himself or herself with his or her own valid ID certificate. Handling by agent is prohibited.
（2） The reader card can only be used by its owner and never lent to others. Any consequences caused by the fraudulent borrowing of books due to lending of the reader card shall be borne by the card owner.
（3） Promptly report the loss of a reader card. Any consequences caused by the fraudulent borrowing of books due to the loss of the reader card without timely reporting shall be borne by the card owner.
（4） The first reader card application is free. Re-application will be charged 20 yuan as the cost of the card. Readers must return all the books borrowed with the lost card before the new card will be issued.
